Expertise France commissioned Common Ground Solutions to conduct the baseline study for Resilient and Equitable Access to Comprehensive Healthcare for Vulnerable Communities in Egypt (REACH Egypt) in three governorates, Aswan, Minya and Kafr El Sheikh, covering 35 primary healthcare facilities in Minya and Kafr El Sheikh, the project facilities in Aswan and three nursing and midwifery institutes. The study concerns the Expertise France technical assistance component, which strengthens primary healthcare for women, children, refugees and migrants as Universal Health Insurance rolls out.
The terms of reference ask CGS to establish baseline values for the project's logical framework indicators across eight dimensions, including governance, accreditation, the health workforce, training institutions and community demand.
The mixed-methods design runs over three months from October 2026. It combines a census of all project facilities and institutes using an observation grid, a beneficiary survey in the facilities' catchment communities, a survey of 285 of the 1,100 frontline health workers in scope, and 68 key informant interviews and 28 focus group discussions from central to community level. Instruments are adapted from WHO, DHS and GAHAR tools, translated into Arabic and back-translated, and the protocol is submitted for ethical review, with women interviewed by women and a referral pathway in place.
In Aswan, coverage extends to refugees and migrants, including a sample from 314 highly vulnerable refugee and migrant families supported by the project.
Deliverables are an inception report, the baseline report, an updated logical framework with baseline values, a cleaned dataset and a validation session.
