Monitoring & Evaluation

Baseline, midline, endline and impact evaluations measured against a programme’s own indicators.

Monitoring and evaluation establishes what a programme set out to do, what changed, and what can reasonably be attributed to the intervention. CGS designs and conducts evaluations at each stage of the programme cycle, working to the criteria and reporting standards the commissioning organisation uses.

Evaluations are built around the programme's own theory of change and indicator framework rather than a fixed template. Quantitative measurement and qualitative enquiry are combined where the evaluation question calls for both.

Our approach

Terms of reference are translated into a defined set of evaluation questions before any instrument is drafted, so that what is collected can be traced back to what was asked. Where a commissioner requires OECD/DAC criteria, findings are structured against them.

Baseline, midline and endline studies are designed so results remain comparable across rounds. Limitations of method and sample are stated in the report rather than left implicit.
