In 2025, E-Youth commissioned Common Ground Solutions to conduct the Mozare3 Market Research Study in Luxor Governorate, focusing on Esna. The study formed part of the Digitizing the Vegetable Value Chains for Job Creation in Upper Egypt (DVC) project, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) with funding from the German Federal Ministry for Economic Cooperation and Development (BMZ) under develoPPP for Jobs.
The terms of reference called for an evidence base on labour demand in agriculture to guide wage employment and self employment pathways for graduates of technical and vocational education and training (TVET).
CGS and E-Youth agreed the research design and developed a 15 question establishment survey covering workforce size, education and gender, contract types, recruitment channels, vacancies, internships and hiring constraints. The desk review analyzed 2023 Labour Force Survey microdata for Luxor residents with technical secondary education or higher, and reviewed CAPMAS crop statistics and partner reports on nine value chains, from tomatoes, onions and garlic to medicinal and aromatic plants and agricultural waste recycling. Over two weeks, the team interviewed owners or their representatives at a purposive sample of 48 micro, small and medium enterprises.
Analysis triangulated weighted survey indicators, crop output data and employer interviews to profile labour supply, demand and skills gaps by value chain and by gender.
CGS delivered a final study report with a value chain analysis of selected crops, an inventory of current vacancies at surveyed establishments, the survey questionnaire and six recommendations.
