September 2025 - Present
The evaluation was commissioned by IOM Egypt and funded by the Spanish Agency for International Development Cooperation (AECID). The scope of the evaluation covers the entire duration of the project and all activities implemented across Cairo, Aswan, and Alexandria.
It assesses the project's performance against the OECD/DAC evaluation criteria - relevance, coherence, efficiency, effectiveness, impact, and sustainability - and also examines cross-cutting issues including gender equality and GBV prevention, protection mainstreaming, accountability to affected populations, and human rights.

A multi-phase Data Protection Impact Assessment ensuring GDPR and Egyptian regulatory compliance for a project serving vulnerable refugee and host community children in Aswan.

Applying the OECD/DAC criteria to measure beneficiary participation, outcome-level change and sustainability across partner capacity building, ECD services, basic needs, mental health and livelihoods recovery.
