The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) commissioned Common Ground Solutions to establish an impact monitoring and assessment system for its WoMENA II project. The system covers 6 countries, Egypt, Jordan, Lebanon, Morocco, Palestine and Tunisia, through 2 survey rounds of about 600 interviews each with women and girls, a census of supported key actors and at least 20 case studies.
The terms of reference ask for a system the project team operates itself, tracking action plans, institutionalized measures, innovative measures and women's participation, for steering and for reporting to the German Federal Ministry for Economic Cooperation and Development (BMZ).
CGS works in 3 phases. It develops a results measurement framework scored on a common 0 to 3 scale, then sets up SOPs, a monitoring manual, evidence management and a contribution tracking database, with a 1 day staff training. Bilingual questionnaires in KoboToolbox are cognitively tested and piloted in 2 countries.
Each round draws a stratified random sample by country, age group and disability status, with at least 100 interviews per country and women with disabilities oversampled. Collection is digital first, with calls by women enumerators and in person interviews in Egypt and Morocco, with informed consent and data protection throughout. Weighted survey data and coded qualitative material are triangulated per indicator to grade the project's contribution.
CGS delivers the strategy, the support system, datasets and analytical reports per round, institutionalization and innovation assessments, a portfolio of case studies and success stories, and a disability inclusion checklist.
